摘　　要：为有效保障铁路装卸作业移动式防护信号安全,提高移动式防护信号使用管理效率,在阐述铁路装卸作业移动式防护信号使用管理现状的基础上,针对移动式防护信号使用及安全管理存在的不足,构建铁路装卸作业移动式防护信号安全监控管理系统架构及功能分析,从定位管理系统、操作管理系统、软件管理系统3个方面,提出铁路装卸作业移动式防护信号安全监控管理系统设计,同时进行应用效果分析。实践表明,铁路装卸作业移动式防护信号安全监控管理系统可以保障移动式防护信号安全,提高防护安撤作业效率,优化管理途径,为移动式防护信号的管理提供了有效手段。To effectively guarantee the safety of mobile protection signal and improve the management efficiency of mobile protection signal for railway loading and unloading operation, based on an overview of the current situation focusing on the problems, this paper puts forward the framework with functional analysis for a safety monitoring and management system of mobile protection signal for railway loading and unloading operation, which comprises of 3 modules: positioning management, operation management and software management. Based on an analysis of the application effect, this paper concludes that the proposed framework is effective to guarantee the safety of mobile protection signal, improve protection and safety operation efficiency and management approach, which is expected to serve as an effective management means of mobile protection signal.
