摘 要:创新生态系统是在开放式创新理论的基础上发展起来的,是各个利益主体综合多要素形成的密切配合、协调互动的综合系统。有必要构建创新生态系统资源配置效率评价指标体系,如科技人力资源、财力资源、物力资源与信息资源的投入及知识、经济产出多个指标的多维复合体系,构建三阶段DEA模型对企业、高校和科研机构等多个利益主体的资源配置效率进行测度。实证研究表明,在三个利益主体中,科研机构的创新资源配置处于技术效率前沿面,创新资源配置实现了最优化。Innovation ecosystem is a comprehensive system of coordination and interaction formulated by comprehensive factors of stakeholders.The evaluation indicator system for resource allocation efficiency in innovation ecosystem has been constructed in this paper.The indicator system is a multidimensional compound system that integrates input and output indicators of science and technology human resources,financial resources,material resources and information resources.By constructing a three-stage DEA model,the innovation resource allocation efficiency has been analyzed for stakeholders like enterprises,colleges and universities as well as scientific research institutions.The empirical study indicates that among the three stakeholders,the innovative resource allocation of scientific research institutions is at the forefront of technical efficiency,and the allocation of innovative resources has been optimized.
