农村闲置宅基地再利用方式探索

摘　　要：随着经济的快速发展,农村人口不断向城市转移,农村常住人口不断减少,但是农村宅基地面积却不减反增,农村宅基地闲置现象严重。如何盘活农村的闲置宅基地,使其得到高效利用,满足对建设用地的需求成为现阶段我国农村土地利用急需解决的问题。本文从农村宅基地闲置的现状出发,分析农村宅基地闲置的原因,提出建立农村闲置宅基地退出机制、规范农村宅基地流转市场、对闲置宅基地开展整理复垦、利用闲置宅基地发展生态休闲旅游和开发养老地产等再利用方式,以期优化农村土地资源配置,提高农村土地利用率,解决宅基地闲置和建设用地紧缺的矛盾。With the rapid development of economy,rural population continues to shift to cities,the resident population in rural areas is decreasing,but the area of rural housing sites is not decreasing,rural homestead is seriously idle.How to revitalize rural idle homesteads,make it efficient to use,meeting the demand for construction land has become an urgent problem for rural land use in China at this stage.This article starts from the current situation of rural homestead idle,Analysis of the reasons for the idleness of rural housing sites,proposed to establish a rural idle homestead exit mechanism,standardize the rural homestead circulation market,carry out the reorganization and restoration of idle homesteads,use idle homesteads to develop ecological leisure tourism and develop old-age real estate and other reuse methods,expect to optimize the allocation of rural land resources,improve the utilization rate of rural land,and solve the contradiction between the idleness of the residential land and the shortage of construction land.
