壮族地区2020年后扶贫城镇转向及城乡扶贫共治研究——以崇左市为例

摘　　要：崇左市是广西壮族人口聚居的边境市,也是脱贫攻坚的重点地区。2020年后崇左将进入扶贫开发新阶段,减贫标准及战略思路和政策将进行新调整,特别是由绝对贫困转向相对贫困,农村重点扶贫转向城乡并重扶贫。因此,形成精准脱贫攻坚与乡村振兴、新型城镇化相互支撑、相互配合、有机衔接的良性互动格局,对崇左打赢精准脱贫攻坚战、全面建成小康社会具有十分重要的意义。政府和社会力量是城乡扶贫主体,而推进城乡公共服务一体化、产业融合发展、要素市场一体化和社会管理一体化是城乡扶贫共治的重要内容。Chongzuo is the border city of Guangxi with the most concentrated Zhuangpopulation, and it is also the key area for poverty alleviation. After 2020, Chongzuo will enter anew stage of poverty alleviation and regional development, and poverty reduction standards and strategicideas and policies will be adjusted.In particular, from absolute poverty to relative poverty. The focusof poverty alleviation that was in rural areas, will be shifted to equal emphasis both in urban andrural areas. Therefore, the formation of a benign interactive pattern of precise poverty alleviation andrural revitalization, new urbanization, mutual support, mutual cooperation and organic connection isof great significance for Chongzuo to win the battle against poverty and build a well-off society.Thegovernment and social forces are the main body of poverty alleviation in urban and rural areas andpromoting the integration of urban and rural public services, industrial integration development, fac-tor market integration and social management integration is an important part of poverty alleviationand the co-governance of urban and rural.
