摘 要:规划环评是源头管控环境污染、优化区域功能和产业布局的重要手段。近年来,在推行规划环评过程中,各规划主管或实施单位均按照要求,积极开展工作,对规划区域进行全域分析。而在各类区域规划环评的编制过程中,遇到了多方面的问题,比较突出的是产业结构、规划时限、区域环境及基础设施承载力等方面。通过规划环评与规划的全过程互动,有针对性地解决问题,使规划环评早期介入的成果最终在规划中得以体现。Plan environmental impact assessment is an important method to monitor environmental pollution source control, optimize regional functions and industrial layout. In recent years, in the process of implementing the plan environmental impact assessment, all management committees have actively carried out their work in accordance with the requirements to conduct a comprehensive analysis of the planning area. In the process of conducting plan environmental impact assessment, various problems have been encountered, such as industrial structure, planning time limit, regional environment and infrastructure capacity etc. Through interacting the whole arranging process of environmental impact assessment and the overall planning itself, the problems can be solved in a targeted manner. It helps interpreting environmental impact assessment outcomes in the early stage and make sure the opinions can be ultimately reflected in the plan.
