政治过程视角下军工利益集团对美国国家安全政策影响探究

摘　　要：[目的/意义]从美国国内政治角度对特朗普上任以来美国国家安全政策的重大调整进行分析,有益于客观理性地认知这种政策变迁。[方法/过程]以传统政治过程分析视角,通过对军工利益集团在参与政党政治、提出政策建议、国内经济影响及精英政治人物4个方面对美国国家安全政策产生的影响进行分析,并考察了本届美国政府在政策层面对军工利益集团的回应。[结果/结论]军工利益集团与国家安全和经济发展密切相关的特质使其成为美国政府的政策工具,其利益诉求与特朗普政府国家安全政策立场有着一致性。而美国国内政治经济状况对国家安全政策的导向上起着基础性与结构性的作用。[Purpose/Significance]After Trump took office,the U.S.national security policy has undergone major adjustments.Analysis from the domestic political perspective of the U.S.would be conducive to objectively and rationally understanding of this policy change.[Method/Process]From the perspective of traditional political process analysis,this paper aims to analyze the impact of military-industry interest groups on U.S.national security policy in terms of participation in party politics,policy recommendations,domestic economic influence and elite political figures,and to investigate the response of the current U.S.government to the military-industry interest groups at the policy level.[Result/Conclusion]The characteristics closely related to national security and economic development make military-industry interest groups become a policy tool of the U.S.government,and its interests appeal is consistent with the Trump administration's national security policy stance.Moreover,the domestic political and economic situation plays a fundamental and structural role in the direction of national security policy.
