摘　　要：随着2017年国家发展改革委、国家能源局发布《中长期油气管网规划》,我国长输油气管道行业迎来新一轮的发展高峰期。目前,我国长输油气管道运营商包括中石油、中石化、中海油以及省级管网公司,其各自所辖管道长度在国内占比、管道分布集中地区以及管道承担能源输送的战略意义都各不相同。总体而言,我国主干管网建设较为完善,脉络清晰,能源进口通道基本打通,但油气管网发展仍面临着总体规模不能满足国内实际需求、管网布局结构急需合理调整、管网现有体制机制不适应当前发展等诸多问题。未来,我国油气改革政策陆续实施,中国油气管网建设将全面提速,油气储运行业发展将迎来新的挑战。With the release of the Medium and Long-term Oil and Gas Pipeline Network Plan by the National Development and Reform Commission and the National Energy Administration in 2017,China's long-distance oil and gas pipeline industry has ushered in a new round of development.At present,China's long-distance oil and gas pipeline operators include CNPC,Sinopec,CNOOC and provincial-level pipe network companies.The strategic significance of their respective pipeline lengths in domestic proportions,pipeline distribution areas and pipeline energy transmission are all different.In general,the construction of China's main pipeline network is relatively complete,the context is clear,and the energy import channel is basically opened.However,the development of oil and gas pipeline network still faces many problems such as small overall scale,unreasonable layout structure and unsuitable system and mechanism.In the future,China's oil and gas reform policies will be implemented one after another,China's oil and gas pipeline network construction will accelerate in an all-round way,and the development of oil and gas storage and operation industry will usher in new challenges.
