善治理想与和谐政治秩序建构

摘　　要：影响政治秩序形成的因素主要包括政治主体意志、法律制度与传统习俗。和谐政治秩序的形成是实现善治的基础。一个单位与组织的领导者在政治秩序形成过程中具有决定性作用。建构和谐政治秩序,宜尊重组织决策和政治家权威,坚持民主精神与科学治理的辩证统一,规避政治行为的消极风险与不当问题发生,提升领导者辨识、抵御政治噪音干扰能力,克服唯形式正当主义,实践重大决策合议制度,建立严格的监督和问责制度。The main factors effecting the formation of political order mainly include three aspects: the will of political subjects, legal system and traditional customs. The formation of harmonious political order is the basis of good governance. Leaders in the organization play a decisive role in the formation of political order. To construct a harmonious political order, we should respect the authority of organizations and politicians, adhere to the dialectical unity of democratic spirit and scientific governance, avoid the negative risks and improper problems of political behavior and enhance leaders ability to identify and resist the interference of political noise, overcome formalistic legitimacy, practice major decision-making collegial system, and establish strict supervision and accountability system.
