资源型城市县级基本财力保障政策研究——以淮南市为例

摘　　要：根据淮南市的实际发展情况,在此从基本公共服务和转移支付的基本概念、淮南市现行市对县区转移支付制度、淮南市部分市辖区所处的困境、县级基本公共服务均等化现状及存在的不足等四个方面对资源型城市如何做好县级基本公共服务保障提出了政策建议。According to the actual development of Huainan City,from the four aspects of the basic concepts of basic public services and transfer payments,the current city-to-county transfer payment system in Huainan City,the predicament of some municipal districts in Huainan City,and the present situation and deficiency in the equalization of county-level basic public services,policy recommendations on how to do well in county-level basic public service guarantees are put forward for resource-based cities.
