“擅智”与“善智”:人工智能时代中国国家治理的双重任务

摘　　要：谋求实现优良的国家治理是一种共通性的政治理想,技术变革是影响国家治理优良性的重要因素。当前人类社会正在进行以人工智能应用为核心标识的第四次工业革命,人工智能时代即将甚至已经来临。时代场景的变换为中国国家治理创设了新的任务,一方面,人工智能时代的到来要求以中国共产党为核心的执政施政集体与时俱进利用人工智能增强国家治理能力,即“擅智任务”,主要包括利用人工智能增强国家的信息能力、政策能力、组织能力;另一方面,国家还存在“善智任务”,即促使人工智能成为“良善的技术”,主要包括减少人工智能造成的就业冲击和控制人工智能的技术霸权风险。国家要注重在“擅智”与“善智”之间均衡着力。At present,human society is carrying out the fourth industrial revolution with artificial intelligence application as its core logo,and the era of artificial intelligence is coming.The transformation of the era scene has created new tasks for China’s national governance.On the one hand,the advent of the era of artificial intelligence requires the Communist Party of China to keep pace with the times and use artificial intelligence technology to enhance national governance capacity.That is“good at using AI tasks”.On the other hand,the advent of the era of artificial intelligence requires the Communist Party of China to promote artificial intelligence to be“good technology”.The state should pay more attention to keep balance between“good at using AI”and“promote AI to be good”.
