发达国家和地区公共住房准入线制定方法比较及深圳的现实选择

摘　　要：目前,深圳市公共住房准入标准未设置准入线,在一定程度上使住房困难家庭得不到及时有效的住房保障。本文通过分析美国、新加坡及中国香港地区等发达国家和地区公共住房的保障形式及资金来源、制度的制定原则及实施后的效果,进而对公共住房准入线制定方法进行比较。结合深圳市土地资源稀缺、政府保障能力有限的实际情况,确定深圳市公共住房准入线的制定方法可借鉴我国香港地区的支出法。该方法以满足居民基本居住需求为原则,充分考虑家庭人口结构、经济状况、住房状况等因素划定公共住房准入线,对于精准识别住房保障对象、确保住房保障工作有效实施具有重要意义。At present, the application for public housing in Shenzhen have not set the access line, which to some extent makes the families with housing difficulties unable to obtain timely and effective housing secu-rity. Through the analysis of the United States, Hong Kong, Singapore and other developed countries and the area of public housing form and source of funds, the system of protection principles and the effect after im-plementation, then the public housing access line setting method, combined with Shenzhen land resources are scarce, the actual situation of the government guarantee ability is limited, the formulation method of the Shenzhen public housing access line can draw lessons from Hong Kong-the expenditure method. This method,based on the principle of meeting residents’ basic living needs and taking into full consideration factors such as family population structure, economic status and housing status, defines the access line for public housing, which is of great significance to accurately identify the objects of housing security and ensure the effective implementation of housing security.
