摘　　要：农业废弃物第三方治理模式,是新时代社会经济发展要求下全面加强农业农村污染治理后推进农业废弃物污染治理模式转变的重要切入点。针对当前农业废弃物污染治理现实困境,选取政府委托的农业废弃物第三方治理模式作为研究对象,为提升第三方治理项目增益效果,从博弈理论视角出发,基于委托代理理论构建两组第三方治理显性激励的委托代理模型,分析其参数确定第三方治理项目道德风险问题产生的内在原因,并做出政策思考,寻求合适的农业废弃物污染治理的市场化之路,以期培育农业废弃物社会化专业服务组织,并保障农业废弃物第三方治理模式高效运营与务实发展。Under the requirement of social economy development in the current new era, the thirdparty governance mode of agricultural waste is an important entry point to promote the transformation of the treatment mode of agricultural waste pollution after strengthening the governance of agricultural pollution in an all-round way. In view of the current dilemma in the governance of agricultural waste pollution, the thirdparty governance model of agricultural waste entrusted by the government was be chosen as the research object. In order to improve the gain effect of the third-party governance project of agricultural waste, based on principal-agent theory from the perspective of game theory, and two groups of principal-agent models of explicit incentives for the third-party governance of agricultural waste were constructed. Through parameter analysis, the internal causes of the moral hazard of the third-party governance project of agricultural waste were obtained, and policy considerations were made to find a suitable market- oriented way for the governance of agricultural wastes pollution. It aimed to cultivate professional service organizations of agricultural waste socialization and ensured the efficient operation and practical development of the thirdparty management model of agricultural waste.
