摘 要:目的:了解国内医院职能部门绩效评估现状,针对我国医院职能部门绩效评估中存在的问题提出相应对策。方法:对目标管理、平衡计分卡等绩效管理方法及其应用的优劣势进行总结,对国内医院职能部门绩效评估研究现状进行综述。结果:目前职能部门绩效评估存在缺乏科学的绩效评估体系,绩效考核操作中存在偏误,考核目的较为单一,缺乏对职能部门绩效评估的有效认识等问题。结论:在职能部门绩效评估中采用多方法结合制定指标体系,注重过程与结果相结合,将指标体系建立在本土化研究上,引入第三方机制,并加大对职能部门绩效评估的宣传力度.Objective:To explore the status of performance assessment of functional departments in domestic hospitals,and to point out the problems in the performance assessment of hospital functional departments in China. Methods:The advantages and disadvan tages of the performance management methods such as target management or balanced scorecard were analyzed,and the status of per formance assessment of domestic hospital functional departments was reviewed. Results:At present,no scientific performance assess ment system for performance evaluation of functional departments was available. There were errors in performance appraisal process, and the purpose of assessment was relatively simple,and the effective understanding of functional department performance assessment was insufficient. Conclusions:In the performance assessment of functional departments,it is necessary to combine multiple methods to develop an indicator system,focusing on the combination of process and results,establishing the indicator system in localization re search,introducing third-party mechanisms,and increasing the publicity of performance assessment of functional departments.
