基于患者视角的四川省公立医院公益性模糊综合评价研究

摘　　要：目的:以患者作为公益性评价测量主体,对公立医院公益性指标进行综合评价,为公立医院改革和政府制定宏观决策提供参考。方法:运用模糊综合评价法与IPA象限图分析公益性评价指标。结果:各准则层去模糊化满意度及综合满意度均在4左右。患者认为保障患者权益、医院职责维度重要性高,满意度高;社会功能、完成政府指令及保障政府权益维度重要性低,满意度低;保障医务人员权益重要性处于平均水平而满意度较低。结论:保障患者权益与医院职责是公立医院公益性评价指标的首要因素;社会功能、保障医务人员权益与完成政府指令及保障政府权益维度争议较大。Objective: Taking patients as the subject to comprehensively evaluate the public welfare indicators of public hospitals in the public welfare evaluation and measurement, so as to provide reference for public hospital reform and the government to make macro decisions. Methods: The fuzzy comprehensive evaluation method and IPA quadrant map are used to analyze the evaluation indexes of public welfare. Results: both the satisfaction of each criterion layer defuzzification and comprehensive satisfaction score about 4. The importance and the satisfaction of safeguarding patients' rights and interests and hospitals' responsibilities are high in patients' eyes. Social function and fulfillment of government instructions and protection of government interests are of low importance and low satisfaction, while protecting medical staffs' rights and interests is of average importance and low satisfaction. Conclusion: Safeguarding patients' rights and interests and hospital responsibilities are the primary factors of public welfare evaluation indexes in public hospitals. The social function, protecting the rights and interests of medical staffs and fulfillment of government instructions and protection of government interests are controversial.
