摘 要:科技创新是国家经济社会发展的核心动力,医药科技创新作为科技创新的重要组成部分,推动和支撑着“健康中国”的建设。通过比较中国、英国、德国医药创新体系的系统框架、战略政策、基础资源、成果转化等,发现我国医药科技创新体系在系统框架创新、战略目标确定,经费、人员、平台基地研发基础投入,成果转化的激励评价机制等方面的不足。建议创新医药科技体系,明确战略目标,加大基础研发创新投入,尤其是重点领域的基础创新投入,完善激励和评价机制,促进成果转化、推广及应用。Scientific and technological innovation is the core driving force of national economic and social development. As an important part of scientific and technological innovation, medical science and technology innovation promote and support the construction of “Healthy China”. By comparing the system frameworks, strategic policies, basic resources and translational systems in China, Britain and Germany, we discovered the defects of China's medical science and technology innovation system, including those of system framework innovation, strategic goal determination, funding and personnel R&D infrastructure investment, incentive evaluation mechanism for translation of research achievements etc. It is recommended to upgrade the system framework of medical science and technology innovation system, define the strategic goal with demand as the direction, increase the investment in basic innovation of research and development, especially the basic innovation investment in key areas, and improve the incentive and evaluation mechanism to promote the translation, promotion and application of achievements.
