摘 要:实施创新驱动发展战略,完善科技创新体系,努力建成世界创新高地是中长期我国农业科技创新发展的战略目标。文章以中国农业科学院为例,分析了农业科技创新体系内部在工作成本、管理模式、发展侧重、人员构成等方面存在的多种博弈,明确了农业学科具备“后发”、“应用”等的复合属性,并就夯实我国农业科技创新基础,提出了做好学科部署、做实科技平台、用好各类人才等建议。Implementing the strategy of innovation-driven development, perfecting the system of scientific and technological innovation, and striving to build a world innovation highland are the strategic objectives of China's agricultural scientific and technological innovation and development in the medium and long term. Taking the Chinese Academy of Agricultural Sciences as an example, the internal system of agricultural science and technology innovation was analyzed in the paper. There were many kinds of games in the aspects of work cost, management mode, development emphasis and personnel composition. It was clear that agricultural disciplines had the compound attributes of "late development" and "application". In order to consolidate the foundation of agricultural science and technology innovation in our country, some suggestions were put forward, such as making a good arrangement of disciplines, making a solid scientific and technological platform, and making good use of all kinds of talents.
