收缩城市视角下的应对策略研究——以日本北九州市为例

摘　　要：日本很多城市出现了人口老龄化和人口缩减的现象,而且现象越来越严重。文章以日本大都市中人口老龄化程度最严重的北九州市作为研究对象,通过查阅北九州市政府官网公布的相关文件,分析了北九州市的人口结构及城市现状问题,梳理了北九州市针对人口减少、老龄化现象及空房土地闲置问题的解决措施,包括空置房综合商量制度、基础设施建设规划、城市街区复兴计划及产业复兴计划。Many cities in Japan have experienced an aging population and a shrinking population, and the phenomenon is getting worse.This paper analyzes the population structure and urban status of Kitakyushu City by examining the relevant documents published by the Kitakyushu City Government website, which is the most aging population in the Japanese metropolis,sorted out the solutions for the problem of population reduction, aging and idle land in Kitakyushu: including the vacant house comprehensive consultation system, infrastructure construction plan, urban block revival plan and industrial revitalization plan.
