摘　　要：提升交通综合治理能力是推进中小城市交通高质量发展的关键。首先,分析中小城市交通供需特征,以及交通运行中存在的秩序乱点、拥堵点和事故黑点。其次,构建中小城市交通综合治理体系,以公平公正、高效畅达、安全可靠和绿色健康为目标提出交通综合治理能力的测算和评估指标。最后,针对城市群、市域、中心城区等空间层次,分别提出区域交通服务协同发展、全域公共交通优先发展和中心城区道路交叉口群优化的交通综合治理能力提升策略。Improving comprehensive governance capabilities of urban transportation is the key to promoting high quality development of transportation in small-medium cities.This paper analyzes the characteristics of traffic supply and demand in small-medium cities and the problems of traffic operation including disorder,congestion and accident black spots.Aiming at developing a comprehensive governance system for small-medium cities,the paper proposes a methodology and evaluation indicators of traffic management capability in order to achieve the goal of justice and fairness,efficiency and accessibility,safety and reliability,green and healthy.Finally,the paper provides suggestion on how to improve the governance capabilities at different spatial levels such as urban clusters,metropolitan and urban central area in several aspects:.coordinated development of regional transportation service,public transportation priority,improvement of roadway intersection groups in urban central area.
