精准扶贫视域下老年人体育发展策略探析

摘　　要：运用文献资料法等,探讨精准扶贫视域下我国老年人体育的发展。目前我国老年人体育存在相关立法的可操作性不强、缺乏顶层设计、供给方式过于集中于政府、健身设施供给错位等问题,精准扶贫有助于调动多个职能部门形成合力、改变老年人体育的供给方式、弥补医疗保障制度不足等,从而促进老年人体育的发展。建议:加强顶层设计的精准扶贫力度,创新“体育+扶贫”的供给方式,推动体育精准扶贫的市场化;示范点试行“量身定做”的运动方案,边远山区的老年人体育需办出地方特色;推广“由点及面”的精准扶贫策略,提升老年人对体育的感悟等。By using literature reviews and some other research methods,this paper explores the development of sports for the elderly in China from the perspective of targeted poverty alleviation. At present,there are some problems in China’s sports for the elderly,such as the lack of operability on relevant legislation,the lack of top-level design,the over-concentration of supply mode on the government and the dislocation of the supply of fitness facilities,etc. Targeted poverty alleviation helps to mobilize a number of functional departments to form a joint force,change the supply mode of sports for the elderly,and make up for the shortage of medical security system. In order to promote the development of sports for the elderly. Suggestions: Strengthen the targeted poverty alleviation efforts of top-level design,innovate the supply mode of “sports plus poverty alleviation” and promote the marketization of sports precise poverty alleviation;try out the “tailor-made” sports program in demonstration sites,and develop the local characteristics of sports for the elderly in remote mountainous areas;promote the targeted poverty alleviation strategy of “from point to area” to promote the elderly’s perception of sports and so on.
