民国报纸数字化验收常见问题研究——以国家图书馆为例

摘　　要：[目的/意义]民国报纸蕴藏了丰富的时代信息,反映了民国时期的政治、经济、法律、文化、军事、教育等方面的信息,具有很高的研究价值。本文从亲身实践角度出发,以数字化验收流程为主线,梳理出民国报纸数字化验收常见的问题,希望为业内从事数字化验收工作的同仁提供借鉴参考。[方法/过程]从元数据、对象数据两大类型详细梳理和总结国家图书馆民国报纸数字化验收常见的问题。[结果/结论]民国报纸数字化验收中存在的常见问题主要在于以下几方面的原因:数字化加工人员经验不足,流水线加工之间配合不协调;数字化加工人员与验收管理方之间沟通不及时;加工人员追求量,不追求质;外包公司技术和经验有限。针对民国报纸数字化验收存在的问题及原因,提出改进措施和方法:择优选择外包公司;错误率高于某个阈值即回退外包公司,重新返工,从源头减少民国报纸加工中存在的问题;从技术沟通到实际加工人员之间的无缝链接;验收人员定期培训,减少数字化验收错误问题的返回率;根据验收人员的经验或专长,分配每个人的验收任务量,以便提高验收效率。[Purpose/significance] The newspapers in the period of Republic of China contain abundant information of the times, reflecting the political, economic, legal, cultural, military and educational information, which is of great research value. From personal practice, this paper combs out the common problems in digital acceptance of newspapers in the period of Republic of China with the digital acceptance process as the main line, hoping to provide reference for colleagues engaged in digital acceptance work in the industry.[Method/process] The common problems of digital acceptance of newspapers in this period collected in National Library of China are sorted out and summarized from metadata and object data.[Result/conclusion] The common problems in the digital acceptance of newspapers in the period of Republic of China are mainly due to the following reasons: insufficient experience of digital processors, inconsistent coordination between pipeline processing, inadequate communication between digital processors and acceptance management, low quality of digital acceptance, and limited technology and experience of outsourcing companies. Aiming at the problems and reasons of digital acceptance of newspapers in the period of Republic of China, this paper puts forward measures for improvement: selecting outsourcing companies;returning outsourcing companies when the error rate is higher than a certain threshold, reducing the problems existing in newspaper processing from the source;“seamless docking” between technical communication and actual processors;providing regular training to the acceptance personnel to reduce the return rate of digital acceptance errors;assigning acceptance tasks according to the experience or expertise of the inspection personnel, so as to improve acceptance efficiency.
