摘 要:完善的继电保护和自愈控制是提高配电网供电可靠性的关键技术手段。智能分布式配电保护及自愈控制系统,能够基于智能终端包括继电保护装置之间直接对等交换实时数据,通过自主判断、自主决策、协同工作,实现快速隔离故障、缩短停电时间,是中心城市(区)配电网保护控制的发展方向。文章分析了实现该方案所需的基础条件,介绍了继电保护功能配置的优化方案和自愈控制的实现策略,针对不同的接线形式和基础条件给出了一些工程应用实例。未来,保护控制自动化系统的深度融合、一次二次设备的融合、通信技术(特别是5G)的发展、分布式发电(包括负荷侧储能)的应用值得期待,基于状态监测的隐患诊断与隐患排除还需要深入研究。Well-designed relay protection and self-healing control are the key technical means to improve the reliability of power supply in distribution network.Intelligent distributed protection and self-healing control system for distribution network,with direct peer-to-peer exchange of real-time data between intelligent remote terminal units including relay protection devices,which can judge, make decisions independently and work cooperatively,quickly isolate faults and shorten outage time,is the development direction of distribution network protection and control in central cities (districts).This paper analyses the essential conditions to realize the proposed scheme,introduces the optimized configuration of relay protection functions and the process of self-healing control,and gives several implementation examples for different network topology configurations and basic conditions.In the future,the deep integration of protection and control automation system,the integration of primary and secondary equipment,the development of communication technology,especially 5G,and the application of distributed generation including load-side energy storage deserve to be expected;the diagnosis and timely removal of hidden dangers based on condition monitoring need to be further studied.
