中国区域生态效率时空变化及其影响因素分析

摘　　要：文章基于2004-2017年中国30个省(市、区)的面板数据,采用考虑非期望产出的超效率SBM模型测度中国省际区域生态效率,在分析区域生态效率空间格局演变特征的基础上,构建空间计量模型,探究区域生态效率变动的驱动因素。研究表明:中国省际生态效率整体呈先上升后下降的变动趋势,地区上整体呈现东部地区>中、西部地区>东北地区的空间分异特征;中国省际生态效率空间格局由“过渡型”向“两极分化型”演变,NICH指数结果显示江苏和宁夏是持续增长区,河南、云南、甘肃、新疆和黑龙江是持续降低区,其他地区波动较大;产业结构对区域生态效率呈正向影响,经济发展水平、技术水平、城镇化水平、对外开放度、环境规制对区域生态效率的影响存在空间差异。Based on the panel data of 30 provinces(cities and districts)in China from 2004 to 2017,this paper uses the super-efficiency SBM model considering the unexpected output to measure the regional ecological efficiency in China. Based on the analysis of the evolution characteristics of the spatial pattern of regional ecological efficiency,this paper constructs a spatial econometric model to explore the driving factors of regional ecological efficiency change.The results show that the interprovincial ecological efficiency of China shows a trend of first rising and then decreasing,and the spatial differentiation of the eastern region>the central and western region>the northeastern region as a whole;The spatial pattern of inter-provincial ecological efficiency in China has evolved from“transitional”to“polarization”. The results of NICH index show that Jiangsu and Ningxia are areas of sustained growth,while Henan,Yunnan,Gansu,Xinjiang and Heilongjiang are areas of sustained decline, and other areas fluctuate greatly;Industrial structure has a positive impact on regional ecological efficiency. There are spatial differences in the impact of economic development level,technological level,urbanization level,openness and environmental regulation on regional ecological efficiency.
