摘  要:水泥窑协同处置生活垃圾是近年新兴的一种垃圾处理方式,与传统的填埋、焚烧方式相比,具有以下优势:减少用地,节省投资;污染排放少,处置能力强;替代传统燃料及原料,减少消耗;化解水泥行业产能过剩、促进绿色发展。但该方式一直推进缓慢,主要面临政策激励不到位、缺乏标准规范、技术工艺有待完善、地方政府认知水平还需提升等问题。为加快推进水泥窑协同处置生活垃圾技术,提出四大突破口:调整补贴政策,加大财税支持力度;加快出台相关的技术规范和建设规范;推进和深化示范推广;加强关键技术和装备的研发与产业化。The co-combustion of household garbage in cement kiln is a way of garbage disposal emerging in recent years.Compared with the traditional ways,the advantages are as follows:decreasing the land occupation,saving the construction investment;reducing the polluted emission,enhancing the disposal ability;replacing the fossil fuel and raw materials,reducing the energy resource consumption;solving the overcapacity of cement industry,promoting the green development.But this way has been advancing slowly,the main problems include:inadequate policy incentives,the lack of standards,technology and craft remains to be perfect,insufficient understanding of local government and the public,etc.Focusing on the problems,to accelerate the technology of co-combustion of household garbage in cement kiln,4 suggestions are put forward:to adjust the subsidy policy and intensify the fiscal and taxation support,to speed up the related technical specification and construction specifications,to promote and deepen the demonstration promotion,to strengthen relative key technology and equipment R&D and industrialization.
