组织社会力量参与社区矫正工作的研究

摘　　要：在我国,社区矫正是与监狱执行刑罚相对应的一种非监禁刑罚的执行方式,是指符合法定条件的罪犯于社区内,由司法行政机关在有关部门、社会组织和志愿者的协助下,在人民法院生效判决确定的期限内,矫正其犯罪心理行为恶习的非监禁刑罚执行活动。社区矫正工作从2003年开始试点、2005扩大试点、2009年全面试行。通过这些年试点试行,社区矫正工作的覆盖稳步扩大,社区矫正人员数量不断增长,取得了成功的经验。社会力量广泛参与是社区矫正的显著特征。如何有效组织好社会力量广泛参与其中,是值得我们深入研究的。In our country,community correction is a method of execution of non - custodial penalties corresponding to the execution of prison sentences. It refers to criminals who meet the legal conditions in the community and are assisted by judicial administrative organs with the assistance of relevant departments,social organizations and volunteers. Within the time limit fixed by the effective judgment of the people’s court,the non - imprisonment penalty execution activities for correcting his criminal psychological behavior and bad habits. The community correction began as a pilot in 2003,expanded in 2005,and was fully piloted in 2009. Through the pilot trials over the years,the coverage of community correction has steadily expanded,and the number of community correction personnel has continued to grow,and successful experiences have been achieved. Widespread participation of social forces is a prominent feature of community correction. How to effectively organize social forces to widespread participate in is worthy of our in - depth study.
