摘　　要：政治素质考评,是任何国家与政党干部人事管理的首要标准。2019年3月以来,中央连续2次发文要求在领导干部选任与考核中把政治素质标准放在首位。然而如何考评领导干部的政治素质,却一直是我们没有解决好的难题。本文基于大量的中共中央组织部文献梳理与多个省市的实际调查,建构了政治素质的专项性与嵌入式两种考评体系,通过两个省市历时4个月的实验研究,验证了领导干部政治素质的可考评性。实证数据表明,领导干部的政治素质可以通过政治品德、政治定力、政治能力与政治绩效等标准进行具体化行为指标评价,可以通过专项性与嵌入式两种方法进行考评。The evaluation of political quality is the primary standard of personnel management of any country and Party cadres.Since March 2019,the Central Committee has issued two consecutive papers.In the selection and assessment of leading cadres,the criterion of political quality should be put in the first place.However,how to evaluate the political quality of leading cadres has always been a difficult problem that we have not solved.Based on a large number of documents from the Organizational Department of the Central Committee of the Communist Party of China and the actual investigation of many provinces and cities,this paper constructs two evaluation systems of political quality,i.e.specificity and embeddedness.Through a four-month experimental study of two provinces and cities,it proves that the political quality of leading cadres can be evaluated.Empirical data show that the political quality of leading cadres can be assessed by specific behavioral indicators through criteria such as political morality,political determination,political ability and political performance,and can be assessed by two methods:specificity and embeddedness.
