长江中游城市群综合交通运输体系优化研究

摘　　要：《长江中游城市群发展规划》(2015)提出,要将长江中游城市群打造成为全国经济增长第四极。"经济发展,交通先行",综合交通运输体系优化是带动长江中游城市群发展的关键因素和重要保障。文章在深入研究长江中游城市群综合交通运输网络布局现状和问题的基础上,借鉴英国伦敦城市群、美国东北部大西洋沿岸城市群以及日本太平洋沿岸城市群等世界级城市群在交通运输规划、管制、枢纽衔接和政府合作等方面的经验,提出了加快制定长江中游城市群综合交通运输体系规划、提高城市群综合交通运输网络运行效率与衔接度、推动"互联网+综合交通运输体系、提高综合交通运输供需平衡度"模式的创新发展等对策建议,为长江中游城市群综合交通运输体系优化乃至全国综合交通运输体系优化提供了理论依据和经验借鉴。Development Plan for the urban agglomeration in the Middle Reaches of the Yangtze River(2015) proposes the plan to make the urban agglomeration in the middle reaches of the Yangtze River the fourth pole of economic growth of the country."Economic growth is premised on sound transportation". The optimization of comprehensive transportation system is the key factor and critical guarantee to drive the development of the urban agglomeration in the middle reaches of the Yangtze River. Based on an in-depth analysis of current situation and problems of comprehensive transportation network of the urban agglomeration in the middle reaches of the Yangtze River, this article draws on the experience of world-class urban agglomeration such as London city cluster in the UK, Atlantic coastal city cluster in northeastern America and Pacific coastal city cluster in Japan in terms of transportation planning, regulation, hub junction and governmental cooperation. Then, this article puts forward pertinent countermeasures and suggestions, including expediting the planning for comprehensive transportation system of the urban agglomeration in the middle reaches of the Yangtze River, enhancing operating efficiency of and connections within comprehensive transportation network of the city cluster, driving the innovative development of "Internet+Comprehensive Transportation System" model, and improving the balance between transportation-related supply and demand, to provide the comprehensive transportation system of the urban agglomeration in the middle reaches of the Yangtze River and even national comprehensive transportation system with a theoretical basis and experience for reference.
