摘  要:基于系统理论和效益理论的双重视角,在梳理当前苏州河水葫芦污染动态预警现状和存在问题的基础上,充分运用社会管理、信息技术等手段,尝试性地提出健全苏州河水葫芦预警机制一些设想,包括部门协作机制、信息采集机制、信息分析机制、响应反馈机制、处理评估机制以及保障措施等,为日后工作实践提供理论依据和决策参考。Based on dual perspectives of system theory and efficiency theory,and on the basis of sorting out the current situation and existing problems of dynamic early warning of water hyacinth pollution in Suzhou river,the means such as social management and information technology were full used,and some ideas of improving water hyacinth early warning mechanism in Suzhou river were tentatively put forward,including department cooperation mechanism,information collection mechanism,information analysis mechanism,response and feedback mechanism,processing and evaluation mechanism and safeguard measures,etc.,which could provide theoretical basis and decision-making reference for future work practice.
