摘　　要：运营管理是境外铁路合作项目可持续发展的重要环节,实现运营管理“走出去”,才能形成整个中国铁路全产业链的“走出去”。在分析当前我国企业铁路运营管理“走出去”现状及特点的基础上,探讨中南半岛、俄罗斯及中亚、非洲地区等区域铁路运营管理“走出去”的市场需求。在此基础上,提出中国铁路运营管理“走出去”对策,即:统筹协调政府层面,实现全流程输出,构建运营管理“走出去”标准体系,设计分区域运营方案,加强“走出去”运营队伍培训,注重“内外有别、因地制宜”等,为中国铁路运营管理高质量“走出去”提供研究支撑。Operation management is an important link in the sustainable development of overseas railway cooperation projects.Only by realizing “go-global”of operation management,we can form the “go-global” of the whole Chinese railway industry chain.Based on the analysis of the current situation and characteristics of “go-global” in railway operation management of enterprises in China, this paper discusses the main market demand of “go-global” in regional operation management of Indochina Peninsula, Russia, Central Asia and Africa.On this basis, the countermeasures of “go-global” in China’s railway operation management are put forward, namely, coordinating the government level, realizing the output of the whole process, constructing the standard system of “go-global” in operation management, designing the sub-regional operation scheme, strengthening the training of “go-global” operation team, paying attention to “internal and external differences, adapting measures to local conditions”, etc. It provides research supports for high-quality “go-global” of China's railway operation and management.
