Pupil area change is one of the important manifestations of the human eyes’ response to external stimuli. At present, the road surface brightness index, specified in the CIE and CJJ 45 lighting design standards, is objective (physical) brightness. However, due to the glare of road lights, the driver’s subjective perceived brightness is inconsistent under the same objective road surface brightness. On the basis of the relationship between pupil area change and subjective brightness, the numerical relationship among pupil area, glare and objective road surface brightness is revealed after the experiments. It is proposed to greatly reduce the design value of the road surface brightness by reducing the glare and the TI value under the condition of the same subjective brightness of the driver, which provides a new way for road lighting energy saving.
