摘  要:对“7.23重大铁路工程事故”应急管理过程中的信息传播过程、途径和后果进行分析,研究发现,庞杂的碎片化事故信息和不明朗的事故发展态势在多元的传播渠道和多重利益相关者的催化下,不仅会引发公众焦虑情绪,也会导致诸多谣言的滋生与蔓延,进而影响工程事故的现场救援、政府机构的公信力和事故调查的有效性,损害工程形象的同时也不利于公众理解和参与工程。在政府主导下设立开放且匿名的事故上报系统以及专职发言人,以主动发布信息和全程公开为原则,利用多元媒介将事故信息以通俗易懂的形式进行表达,可以在工程事故发生后抓住公众理解工程的宝贵机会,有效缓解工程事故向社会公共危机的转化。By analyzing the communication process,path,and consequence of the “7.23 major accident of railway engineering”,this research study has established that the numerous and jumbled fragments of accident information and uncertain accident trends will not only cause serious anxiety to the public but also trigger rumors,which when catalyzed by the manifold communication channels,multi-stakeholders,on-site rescue teams,credibility of government agencies,effectiveness of accident investigation,positive image of engineering,and public understanding and participation in engineering practices,will continue to deteriorate under the given circumstances.Thus,an open and anonymous accident reporting system and full-time spokesman that are in line with the principle of public voluntary announcement and conform to government guidance is required;using multimedia with plain language to convert engineering accidents into precious opportunities for the public will enable better understanding of engineering accidents.This will also serve to effectively mitigate the possibility of future engineering accidents and their development into public crises.
