新媒体时代地方政府公信力的提升路径

摘　　要：党的十九大报告指出,政府行政体制改革本质上是转变政府职能,深化简政放权,创新监管方式,增强政府公信力和执行力,建设人民满意型政府。而近年来,我国地方政府公信力的建设差强人意,成为社会关注的焦点。新媒体的蓬勃发展既给地方政府带来了新的机遇,也形成了巨大的挑战。在新媒体势兴的背景下,由于新媒体信息公开不够客观、地方政府与公众沟通渠道不畅、地方政府适应新媒体履职能力与公众需求发展不平衡,我国地方政府的公信力呈现弱化的趋势。结合我国国情,亟须从更新理念、提高政府履职能力、健全政府信息公开制度、加快立法四个视角探索提升地方政府公信力的路径对策。According to the report of the 19th National Congress of the Communist Party,the reform of the administrative system of the government is essentially a transformation of government function,deepening the power of simple government,innovating the way of supervision,enhancing the credibility and enforcing power of the government,and building a peoplesatisfied government.In recent years,the construction of public trust of local governments in China has become the focus of social concern.The vigorous development of new media not only brings new opportunities to local governments,but also forms great challenges.Under the background of the prosperity of the new media,since the information disclosure of the new media is not objective enough,the communication channels between the local government and the public are not smooth,and the development of the local government′s ability to adapt to the performance of the new media and the needs of the public is not balance,the credibility of local government in China shows a weakening trend.In the light of China′ s national conditions,it is urgent to explore ways to improve the credibility of local governments from four perspectives:renewing the concept,improving the ability of the government to perform its duties,perfecting the system of government information disclosure,and speeding up the legislation.
