论国家治理现代化中的“第四权力”——基于马克思《评普鲁士最近的书报检查令》的思考

摘　　要：在逐步迈向现代化的众多助推力中,除了生产力和科技水平等“硬件装备”外,国家治理体系的完善和治理能力的提升也是不可或缺的“软件系统”,而且后者所发挥的作用日益增强,在如何提升国家治理能力上,除了传统治理方式外还可以发挥现代社会“第四权力”——新闻传播媒体的作用。马克思早期新闻观对于我们充分利用“第四权力”进而提升国家治理能力有一定的借鉴意义。Among the driving forces for our gradual modernization, besides the “hardware equipment” such as the productivity and scientific and technological level, the perfecting of the national governance system and the improvement of the governance capability are also the indispensable “software systems”, and the latter plays an increasingly important role. In improving the ability of national governance, in addition to the traditional way of governance, we can also play the role of the “fourth power” of modern society -- news media. Marx’s early news outlook is of great significance for us to make full use of the “fourth power” and then enhance the ability of state governance.
