数字时代的归档制度转型研究——以福建省公安厅数字档案室为例

摘　　要：归档是档案工作的开端,其制度设计的合适与否,直接影响到档案管理与提供利用的水平。纸质时期",实体归档"彻底区分开文书工作与档案工作,也一劳永逸地解决了档案工作的管理范畴、管理权限等问题。数字时代,单轨转型、全程管理以及逻辑归档等给归档制度带来巨大冲击的同时,档案部门也逐渐在实践层面、制度层面和技术层面进行探索。文章以福建省公安厅数字档案室为案例,探讨了归档制度在单轨运行、系统合作以及物理归档上的实施措施。Archiving is the beginning of archival work. The suitability of its system design directly affects the level of file management and provision. In the paper period,"entity filing"completely separated the paperwork and archives work, and solved the management scope and management authority of the archives work once and for all. In the digital age, monorail transformation, fullprocess management, and logical archiving have brought huge impacts on the filing system. At the same time, the archives department has gradually explored at the practical, institutional, and technical levels. This paper takes the Digital Archives of the Public Security Department of Fujian Province as an example to discuss the implementation measures of the filing system in monorail operation,system cooperation and physical archiving.
