机关社交媒体文件归档动因及策略探析

摘　　要：机关社交媒体文件是机关开展其职能活动的原始记录,不仅具有重要的凭证价值和参考价值,更是反映社会政治、经济、文化等诸多方面的社会记忆,微时代下对机关社交媒体文件的归档工作刻不容缓。文章从技术环境、制度环境和社会环境三方面的变化深刻阐述了机关社交媒体文件归档的动因,并从树立归档意识、提升归档技术、培育归档人才、创新协作方式和建设法治环境五个方面提出了当前机关社交媒体文件的归档策略,期望对之后相关制度的研究和法律的完善有所帮助。Social media documents are the original records of agencies’ activities. They not only have great value in evidence and reference, but also reflect the social memory of politics, economy,culture and many other aspects. It is urgent to archive social media documents in the micro-era. This paper expounds the motivation of the archiving of social media documents from three aspects: the change of our technological environment, institutional environment and social environment. It also puts forward some suggestions on the archiving of social media documents from five aspects:establishing consciousness, improving technology, cultivating talents, innovating collaborative methods and building a legal environment. It expects to be helpful for the perfection of related study and law.
