摘　　要：目的探讨"两票制"政策对医院药品采购的影响。方法收集医院在"两票制"正式实施后1年内的药品采购数据,从配送公司情况、药品品规结构、药品价格等方面考察"两票制"政策对公立医疗机构药品采购的影响。结果"两票制"政策使药品配送份额、品规显著性向大型医药配送企业集中;药价水平总体平稳,品规数量下降,比例较以往减少,价格上涨的品规数量略有下降,但价格涨幅增加明显;药品供给及时性略有下降。结论"两票制"在降低药品价格方面作用有限,还需配合医保支付改革、联合限价采购等措施。Objective To investigate the influence of the ″two-vote″ policy on drug purchasing in a hospital. Methods The drug purchasing data of our hospital within one year before the official implementation of the ″two-vote system″ were collected,and the influence of the ″two-vote system″ policy on drug purchasing in public medical institutions were investigated from the aspects of distribution company’s situation,drug product’s structure and drug’s price. Results The ″two-vote system″ policy centralized drug distribution share and product regulation significant to large-scale pharmaceutical distribution companies. The level of drug price was generally stable,the number of drug regulation decreased,and its proportion was lower than that in the past. The number of drug regulations decreased slightly as prices rose,but the price increased obviously. The timeliness of drug supply decreased slightly. Conclusion The role of the ″two-vote system″ in reducing the price of medicines is still relatively limited,and it is also necessary to cooperate with the reform of medical insurance payment and the joint purchase of limited prices.
