新时期资源型城市高质量转型发展之路——以河北省武安市为例

摘　　要：作为以钢铁为支柱产业的资源型城市,在京津冀生态环境建设特别是蓝天保卫战等日益加强的今天,河北省武安市高质量转型发展显得异常严峻而紧迫。为了加快推进武安市及同类地区高质量转型发展,文章在借鉴相关文献和开展实地调研的基础上,对党的十八大以来武安市高质量转型发展的演变过程进行了系统回顾,对其基本现状进行了初步勾勒,指出武安市在战略引领、房地产发展、科技创新、评价标准和政府科学决策等方面的问题,并提出了制定全面高效的战略规划体系、充分发挥政府科技创新支持作用、构建科学合理的评价标准和借鉴设立政府专业研究机构等应因之策。As resource-based city that takes steel industry as the leading industry,the high-quality transformation and development of Wu′an City,Hebei Province is extremely severe and urgent in the growing ecological environment construction of Beijing-Tianjin-Hebei,especially in the battle of defending blue-sky.To quickly promote the high-quality transformation and development in Wu′an City and similar cities in China,and based on the appropriate reference of relevant literatures and field research,this paper systematically reviews the evolution process of Wu′an′s high-quality transformation and development since the 18 th National Congress of the Party,preliminarily describes its present situations,points out that there are still some striking problems in strategic guidance,real estate development,scientific and technological innovation,evaluation criteria,government scientific decision-making,and so on,and proposes some countermeasures such as formulating the overall and efficient strategic planning system,giving full play of government′s support role on scientific and technological innovation,constructing the scientific and reasonable evaluation criteria,establishing the professional research institutions affiliated to Wu′an City government by learning from the experience of other places,etc.
