我国体育园区产业治理评价实证研究

摘　　要：随着我国体育产业发展,越来越多具有新型公私合营性质的体育园区开始出现,地方政府通常会设立管委会,独立负责园区管理工作。为了分析管委会在体育园区发展、规划和管理上发挥的作用,参考体育善治的一般标准,根据我国体育园区特殊管治机制,设计了体育园区产业治理评价指标体系。在园区管委会及业主单位配合下,对北京奥林匹克公园的产业治理状况进行了实证分析。结果表明:北京奥林匹克公园管委会的行政工作机制、业务管理系统规范性较好,信息公开、程序正义和行政责任机制相对完善,但仍存在决策的利益相关者参与程度不足、媒体与公共关系维护重视不够等问题。建议园区提高透明度和决策民主度,重视建设权责一致性和内外监督机制,积极维护和发展多种公共关系,促进园区多元主体的协作共赢和永续经营。With the development of China's sports industry,sports industrial parks with public-private partnerships have begun to appear. Local governments usually set up administration authority to be responsible for park management. In order to analyze the role of the administration authority,planning and management of sports parks,this study refers to the international standards of sports governance,and designs the evaluation index system of sport parks' industrial governance. In the empirical analysis,this study analyzed the industrial governance of Beijing Olympic Park. The research shows that the information disclosure,procedural justice and responsibility mechanism are relatively perfect. However, there are still problems such as insufficient participation of stakeholders in decision-making and insufficient attention paid to media and public relation maintenance. It is suggested that the park should improve transparency and democracy in decision-making, pay attention to the construction of power and responsibility consistency, internal and external supervision mechanism, actively maintain and develop a variety of public relations, and promote the win-win cooperation and sustainable management of diverse subjects in the park.
