摘　　要：本文从"一带一路"沿线国家的市场需求切入,在立足于我国炼化产业供应能力的基础上,研究了双方合作前景,提出了我国与"一带一路"沿线国家在资源、市场等方面的合作机遇。综合分析了资源、市场、支持政策和投资环境,采用层次分析法,分别遴选出了我国与"一带一路"沿线国家进行炼化投资、技术贸易、工程服务及装备出口的重点合作对象及重点任务;提出了全产业链协同推进、加大宣传推介、标准接轨、财政税收支持以及风险控制等政策建议。This paper first introduces the market demand of countries along the Belt and Road, then studies the prospects for cooperation between China and countries along the route based on the supply capacity of China’s oil refining and petrochemical industries, and proposes cooperation opportunities in resources, market, etc. This paper also comprehensively analyzes the resources, markets, support policies, and investment environment of China and the Belt and Road countries, and selects the key cooperation countries and tasks during cooperation in oil refining and petrochemical investment, technology trade, engineering services, and equipment export by using the analytic hierarchy process. It also proposed several policy recommendations, including coordinated promotion of the whole industry chain, increased publicity, standards integration, fiscal and tax incentive, and risk control.
