乡村振兴战略背景下上海市农村土地流转规范化管理与服务研究

摘　　要：深化农村土地制度改革、推进农村土地流转是实施乡村振兴战略的重要内容.在推进“上海服务”品牌建设的背景下,上海市启动了农村土地流转规范化管理与服务提升工作.通过从“土地流转公开交易平台建设”“土地承包经营信息管理平台建设”“土地流转价格机制建设”三方面总结上海市农村土地流转规范化管理与服务提升工作的经验,归纳取得的成效;分析上海市农村土地规范化管理与服务工作存在的公开交易市场不够成熟、土地流转信息管理不够规范等问题,并剖析其原因;研究得出应加大力度推进土地流转公开交易市场建设、提高土地流转信息管理水平、完善耕地法律法规等政策建议.Deepening the reform of rural land system and promoting the circulation of rural land are important components of rural revitalization strategy. Under the background of construction “ Shanghai service” brand, Shanghai has launched a series of actions to promote rural land circulation management and services. This paper summarizes the experience and results of above actions in three aspects: the construction of open trading platform for land circulation, the construction of information management platform for land contractual management, and the price mechanism for land circulation. Also we point out problems in rural land circulation management and services such as “ the open trading market is not mature enough” and “ the information management of land circulation is not standardized enough”, and analyses the reasons. We give policy suggestions such as “ strengthening the construction of land circulation open trading market”,“ improving the level of information management of land circulation” and “ improving the laws and regulations of cultivated land”.
