摘　　要：随着军队院校和训练机构改革的深入推进,越来越多的教学工作岗位改为由非现役文职人员担任。如何适应新时代人才建设规律,科学、有效地加强非现役文职教员队伍建设,是当前面临的问题。文章紧密结合当前非现役文职教员队伍的实际,总结了"三强三弱"的特点规律,明确了"强三能、树三样"的培养理念,提供了激发内在动力的"四个抓手",对于院校和训练机构健全人才队伍建设的机制,进一步加强非现役文职教员队伍建设具有重要参考价值。With the reform of military academies and training institutions, more and more teaching jobs are being undertaken by non-active civilian personnel. How to adapt to the law of talent construction in the new era and strengthen the construction of nonactive civilian faculty in a scientific and effective way is the current problem. This paper closely combines the actual conditions of noncommissioned civilian faculty team, summarizes the characteristics, clears about the cultivation concept, provides the stimulation of the intrinsic motivation. It has important reference value for schools and training institutions to improve the mechanism of talent team construction and to further strengthen the active faculty team construction.
