摘　　要：国家关于农民工参加社会养老保险的政策思路,是借鉴城镇企业职工社会养老保险制度,构建由用人单位和农民工共同缴费的、社会统筹与个人账户相结合的社会养老保险模式。由于存在农民工流动性强与养老保险缴费年限长、可支配性收入低与养老保险缴费高、养老保险待遇预期收益低与现实缴费高等矛盾因素,农民工参保率比较低。建立低费率、广覆盖、可转移、保障水平适当的社会养老保险模式,符合农民工群体的特征及预期目标。The policy thinking of the state on the participation of migrant workers in social endowment insurance is to draw lessons from the social endowment insurance system of urban enterprise employees, and to build a social endowment insurance model which combines employing units and migrant workers, social pool and individual accounts. Because of the contradiction between the strong mobility of migrant workers and the long-term payment of old-age insurance, low disposable income and high payment of old-age insurance, low expected income of old-age insurance treatment and high actual payment, the participation rate of migrant workers is relatively low. Establishing a social endowment insurance model with low rate, wide coverage, transferability and appropriate security level is in line with the characteristics and expected objectives of migrant workers.
