信访排名取消后信访矛盾化解在基层的路径选择

摘　　要：国家对各省(市、自治区)不再搞全国范围的信访排名和通报,主要通过信访约谈制度完成对地方信访工作的监督。中央与地方、上级与下级之间的信访关系转变为“点对点”的通报制度。信访排名的取消具有积极意义,但是也会产生工作人员不作为、越级上访增多等问题。因此,通过教育路径,加强基层法律宣传与培训;通过制度路径,加强基层信访顶层设计;通过创新路径,加强基层工作方式的改进;通过治理路径,加强基层信访矛盾化解的格局,最终实现把矛盾化解在基层、把问题解决在当地的目的。The state will no longer conduct nationwide ranking and reporting of letters and visits in all provinces and cities,and will mainly complete supervision of local work through the system of letters and visits. The relationship between the central government and local governments,and between superiors and subordinates,has been transformed into a“point-to-point”notification system. The cancellation of the petition ranking is of positive significance,but the resulting problems have not disappeared. Therefore,through the educational path, grassroots legal awareness and training have been strengthened;The system path,strengthens the grass-roots top floor design;Innovation path,strengthen the improvement of grass-roots working methods;The way of governance,strengthening the pattern of conflict resolution at the grassroots level,and other measures will eventually resolve the contradictions at the grassroots level and solve the problems at the local level.
