贫困的多因素、多层次治理逻辑与治理体系研究——基于宁夏三种扶贫模式的经验分析

摘　　要：研究贫困治理的逻辑问题,不仅要考虑经济增长与贫困的关系,更要考虑中国共产党坚持减少和消除贫困的决心、改革开放以来的体制改革、社会文化转型等因素,这是讲好中国减贫故事的关键。基于对宁夏贫困治理东西扶贫协作的"闽宁模式"、金融扶贫的"盐池模式"、易地扶贫搬迁的"平罗模式"的分析,构建贫困治理的逻辑与贫困治理体系,对精准扶贫的深入推进和成果巩固有重要意义。使经济发展惠及贫困人口体现了中国特色社会主义制度优越性,是贫困治理的政治定力;突出制度创新和政策创新,联系实际、因地制宜,是贫困治理的活力来源;结合社会文化因素进行"造血式"贫困治理,是减少和消除贫困的内生动力。To study the logic of poverty governance,we should not only consider the relationship between economic growth and poverty,but also consider the determination of the CPC to reduce and eliminate poverty,institutional reform since reform and opening up,social and cultural transformation and other factors.Based on the analysis of the“Min-Ning model”of the east-west poverty alleviation cooperation in Ningxia,the“Yanchi model”of financial poverty alleviation,and the“Pingluo model”of the anti-poverty relocation,it is of great significance to construct the logic and system of poverty control to the further promotion of targeted poverty alleviation and the consolidation of achievements.Making economic development benefit the poor shows the superiority of the socialist system with Chinese characteristics and it is the political determination of poverty management.Giving prominence to institutional and policy innovation,combining actual conditions and adapting measures to local conditions,is the source of vitality for poverty governance.By combining social and cultural factors,carrying out blood-making poverty management is the endogenous power to reduce and eliminate poverty.
