地方政府干预、交通基础设施与农村剩余劳动力转移——基于中介效应与溢出效应的实证分析

摘　　要：“三农”问题一直以来都是中央工作的重点。本文选用我国2005年—2017年的省级面板数据,将地方政府干预、交通基础设施、农村剩余劳动力转移纳入分析框架进行探讨。实证结果表明:在我国财政分权体制下,农村剩余劳动力转移就业这类民生问题对于政治锦标赛下的地方政府没有产生直接激励,地方政府干预抑制了农村剩余劳动力的非农转移;地方政府可以通过交通基础设施的完善对农村剩余劳动力转移的中介效应和溢出效应,促进农村剩余劳动力的非农转移和跨区域转移。在当前经济下行压力加大、外部环境发生深刻变化的复杂形势下,地方政府可以通过加大对交通基础设施的投资、加强省际之间的跨区域合作、减少对劳动力市场的干预等途径促进农村剩余劳动力转移。The issues of agriculture,rural areas and farmers have always been the focus of the central government's work.In this paper,by using the 2005-2017 provincial panel data for empirical testing with a analysis framework of the local government intervention,transportation infrastructure,rural surplus labor,it can be found that under the fiscal decentralization system in China,in this kind of people's livelihood issues for rural surplus labor transfer employment under the political tournament,there is no direct incentives of local government,the local government intervention inhibits the non-agricultural transfer of rural surplus labor force instead;local governments can have an intermediary effect on the transfer of rural surplus labor through transportation infrastructure and promote the non-agricultural transfer of rural surplus labor,which is more in line with the incentive mechanism of local governments.In the current complex situation of increasing downward economic pressure and profound changes in the external environment,local governments can promote the transfer of rural surplus labor force by increasing investment in transportation infrastructure,strengthening inter-provincial inter-regional cooperation and reducing intervention in the labor market.
