摘  要:中国城市住房价格高昂、交通拥挤拥堵等“城市病”的出现和蔓延,都与城市建设用地政策密不可分。城市空间形态受制于各类具有强制力的规划建设标准。通过人均城市用地的国际比较、对既有标准形成的城市空间在自行车时代和私家车时代与市民基本交通空间需求矛盾的分析,研究发现我国城市人均建设用地超过发达国家、城市人口密度较低的主流观点不能成立,事实上中国城市人均建设用地最近20年变化不大,不仅远低于发达国家,也低于发展中国家平均水平,远远不能满足市民使用自行车、家庭汽车等基本交通工具的需求。人均用地过低造成城市人口过密,是交通拥堵的主要原因。在高质量发展为主题的新时代,城市化需要也可能以提高市民居住环境质量为中心,扩大城市空间。The emergence and spread of "urban diseases" such as high housing prices and traffic congestion in China’s cities are inseparable from urban construction land policies. Urban spatial form is subject to various types of mandatory planning and construction standards. International comparison of per capita urban land use,and analyzed the contradiction between the existing per capita land use standards and the use of bicycles and private cars.found that the per capita land use of Chinese cities is much lower than that of developed countries.also lower than developing countries. The mainstream view that China’s urban per capita construction land exceeds that of developed countries and urban population density is lower cannot be established. In fact, the per capita construction land in China’s cities has not changed much in the past 20 years, not only far lower than the developed countries, but also lower than the average level of developing countries. It is far from satisfying the basic traffic such as bicycles andfamily cars. The per capita land use is too low and the urban population is too dense, which is the main reason for traffic congestion. In the new era of high-quality development as the theme, urbanization needs may also focus on improving the quality of citizens’ living environment and expanding urban space.
