县域公共图书馆服务均等化实证研究——以湖南省115个县为对象

摘　　要：本研究借助泰尔指数,测算2015—2016年湖南省115个县的县域公共图书馆服务均等化水平.结果显示,湖南省县域公共图书馆整体发展水平落后,受财政补贴非均等化影响较大,服务效果差异普遍显著于资源供给差异,区域间服务能力不均衡.因此,我们应重视对县域公共图书馆的资金扶持,形成以政府资金为主、多渠道投入为辅的资金共建模式,借助绩效合约、政府购买、数字资源共享体系,逐步实现湖南省县域公共图书馆服务均等化.Based on the Theil index, this study measures the level of equalization of county public library services in 115 counties of Hunan Province from 2015 to 2016. The results show that the overall development level of county public libraries in Hunan Province is backward, and it is greatly affected by the non-equalization of financial subsidies. The difference in service effect is generally more significant than the difference in resource supply, and the service capacity among regions is uneven. Therefore, we should pay attention to the financial support of county public libraries, and form a fund-construction model with government funds as the mainstay and multi-channel investment as a supplement. With the performance contract, government purchase, and digital resource sharing system, we can gradually realize the equalization of services in the county public libraries in Hunan Province.
