优化健康扶贫政策实施探索:盐池模式及经验启示

摘　　要：健康扶贫政策的有效实施是打贏脱贫攻坚战的关键之举,但各地实施效果迥异,存在不同的实施困境,如何优化健康扶贫政策实施是当前迫切需要解决的问题。本文基于疾病-贫困恶性循环的视角,梳理了健康扶贫政策的减贫机理和政策设计的内在逻辑,对当前实施困境做出合理解释,并对“盐池模式”进行了案例研究,分析了盐池如何精准施策并避开实施困境的经验,为优化健康扶贫政策实施提供借鉴。The implementation of health poverty alleviation policy is the key to winning the battle against poverty. However,the effect of implementation varies from place to place,and there are still different implementation difficulties. How to optimize the implementation of health poverty alleviation policy is an urgent issue. Based on the vicious circle of disease and poverty,this paper analyzes the internal logic of poverty reduction mechanism of health poverty alleviation policy and policy design. Further,the paper makes a reasonable explanation for the current implementation difficulties. Then,we make a case study of Yan Chi model and find how Yan Chi optimizes its policy implementation to avoid those difficulties. Finally some enlightenments and suggestions are put forward for the implementation of health poverty alleviation policy.
