重新理解稳评的遂宁实践:历史制度主义的视角

摘　　要：现有关于稳评制度的研究主要从结构机制角度展开,没有着重考虑时间历史因素,因而无法理清遂宁实践的具体内涵和深远影响。还原当时的场景,发现遂宁实践意味着维稳模式的重大变革,是在构建和谐社会的大背景下,民众抗议引发官僚精英主动改革的结果。随着遂宁实践成效日显,各地纷纷学习借鉴,国家也大力推广,这让相关做法不断被复制,出现了路径依赖。路径依赖有助于保持制度的延续性和稳定性,也带来沉没成本高、创新步伐慢等负面后果。新时代稳评应着力克服这些负面后果,回应外部环境变化,汲取历史经验,着重提升评估质量。The existing research on the stability evaluation system mainly starts from the perspective of structural mechanism rather than the historical time,so it is impossible to clarify the specific connotation and far-reaching influence of Suining’s practice. We restored the scene at the time and found that Suining practice means a major change in the stability model. It is born in the context of building a harmonious society that public protests have led to local bureaucratic elites reforming the drawbacks of the old system. As the practice of Suining has become more and more effective,the localities have learned to imitate the style,and the country has also vigorously promoted it. This has caused relevant practices to be copied throughout the country as well as a path dependence phenomenon that not only helps to maintain the continuity and stability of the system,but also brings negative consequences such as high sunken cost and slow pace of innovation. In the new era,steady evaluation should focus on overcoming these negative consequences,draw on historical experience and improve the quality of evaluation.
