摘　　要：面对复杂多变的国内外形势,2019年上半年河南经济保持了"总体平稳、稳中有进、稳中向好"的良好势头,经济运行呈现出"'稳'有根基、'进'有动力、'好'有底气、'新'有潜力"的主要特点,但经济下行压力加大、投资增长后劲不足、工业转型任务艰巨、企业生产经营困难等问题依然比较突出.下半年,河南面临的宏观经济环境总体有利,积极因素和不利影响并存,预计经济运行将呈现"稳中有变、缓中有进、降中有升、危中有机"的主要特征,必须突出稳增长、强动能、促改革、扩开放、防风险、优环境、惠民生,加快推动"七大转换",确保全年经济发展目标的顺利实现.Faced with the complicated and ever-changing situation at home and abroad, in the first half of 2019, Henan’s economy maintained a good momentum of“staling stability, stability, progress, and stability”. The economic operation showed “stable foundation and momentum”. The main features of good and new potential, but the downward pressure on the economy, the lack of investment growth, the arduous task of industrial transformation, and the difficulties in production and operation of enterprises have not alleviated. In the second half of the year, the macroeconomic environment facing Henan is generally favorable, and positive and negative effects coexist. It is expected that the economic operation will show the main characteristics of “stable and changeable, slow-moving, advancing, rising, and dangerous”. Stable growth, strong dynamism, promotion of reform, opening up, prevention of risks, excellent environment, benefiting people ..s livelihood, and accelerating the“seven major transformations”have to be prominent to ensure the smooth realization of the annual economic development goals.
