我国“一带一路”节点城市出口技术壁垒应对策略研究——以广西南宁市为例

摘　　要：近年来,南宁市对外贸易快速发展,出口产品结构不断优化,贸易市场趋多元化。与此同时,南宁市农食产品受技术性贸易壁垒的影响最大,其次为木材纸张类非金属、机电仪器、化矿金属、纺织鞋帽等,主要受国外技术标准、技术认证等技术性贸易壁垒的影响,且企业获知国外技术性贸易措施渠道不畅。要破解出口技术壁垒应强化政府引导职能,推动外贸优化升级;开拓多元出口市场,规避技术壁垒;积极参与出口技术标准制定,化被动为主动;加强技术壁垒研究,建立健全快速反应机制;加强地区横向协作,组建优势产业出口联盟。In recent years, foreign trade in Nanning has developed rapidly, with its continuously optimized exports and its diversified market.However, agricultural and food products in Nanning are largely affected by technical barriers,followed by non-metal products as wood and paper, mechanical and electrical equipment, mineral metals, textile shoes and hats. The barriers are mainly resulted from foreign technical standards, technical certification and so on;moreover, the enterprises have little access to foreign technical trade measures. In order to crack the technical barriers, it is essential for us to strengthen the guidance of the government, to optimize and upgrade foreign trade, to open up the diversified export market and to avoid technical barriers. Meanwhile, it is also necessary for us to actively participate in the formulation of export technical standards, to carry out the research on technical barriers, and to establish a sound response mechanism. What’s more, regional cooperation is recommended to form an alliance for competitive products.
